Spies are to be given a "licence to speed" for the first time under proposed new changes to UK motoring laws.

MI5 and MI6 officers currently have to stick to UK speed limits, even if national security is under threat.

But under the new plans they would be given the same exemptions as police cars, ambulances and fire engines. Transport minister Robert Goodwill has said that spies will be given the right to break speed limits once they have completed a high-speed driving course.

Vehicles carrying organs for transplant, bomb disposal units and mountain rescue teams will also be given the right to exceed the speed limit.

The changes come after a Department for Transport consultation paper found that 93 per cent of respondents agreed with the proposals.
