A leading road safety organisation has uncovered some shocking statistics regarding UK motorists with penalty points on their driving record.

The Institute of Advanced Motorists (IAM) made a Freedom of Information request to the DVLA asking for the top 20 highest points holders, and found that three of those don’t even hold a driving licence.

One of those, a motorist from Lewisham, has amassed an incredible 40 points for 12 offences – including speeding in a 30mph and driving without insurance – despite never having held so much as a provisional driving licence.

A man from Stockport, who also doesn’t hold a driving licence, currently has 33 penalty points for offences including speeding in a 30mph zone and repeatedly failing to disclose the identity of the driver.

The third highest penalty points holder driving without a licence lives in Leeds and had racked up 28 points, mostly for insurance offences including driving while uninsured against third party risks, and driving otherwise than in accordance with a licence.

The worst offender in the top 20, a man from Liverpool, does hold a full driving licence, but currently has an incredible 45 penalty points. He has been caught speeding in a 30mph zone on three occasions, and has failed to provide information about the identity of the driver on multiple occasions.

Another notable inclusion is a woman from Blackburn, who comes in at number three on the list after amassing 38 penalty points on her licence having been caught breaking the 30mph limit on ten occasions. Both continue to drive legally on UK roads.

IAM chief executive Sarah Sillars said: “It’s been three years since the IAM raised this issue with the DVLA, but we still have drivers on the road with multiple points allocated to them. Now we discover that some of them have never held any kind of driving licence. We all have to share the road with these unqualified, uninsured and dangerous drivers.

“We need to punish offenders as well as give them the opportunity to change their ways. Offenders are unlikely to drive legally if they face a ban or points on their licence as soon as they pass their test.”
